Add licenses from Open Code #3633

https://gitlab.opencode.de/open-code/lizenztexte has a nice list of license text that are not in ScanCode. They track SPDX and ScanCode licenses as explained in https://wikijs.opencode.de/en/Hilfestellungen_und_Richtlinien/Lizenzcompliance

@pombredanne The license texts at https://gitlab.opencode.de/open-code/lizenztexte/-/tree/main/texts?ref_type=heads are all nice and plain, and have reasonable identifiers, but there is no origin or usage information other than some of them contain copyright statements. Continuing to evaluate ...
