update cncli to v5.3.0

• cncli v4.0.4 was released in Dec 2021 and is producing errors on an up-to-date cardano node.

ERROR cncli::nodeclient::sync    > header read error: Os { code: 104, kind: ConnectionReset, message: "Connection reset by peer" }

• In 2022 cncli repository "moved" to https://github.com/cardano-community/cncli
• RUST_VERSION is unused, I believe - correct if I am wrong

I tested the changes by successfully building the cncli docker image.
