Changes the evil keybindings to be under normal state instead of motion

Not sure if safe to merge as maybe people already expect 'motion and could break things

Hi! Thank you for submitting this. Unfortunately I do not know anything about evil mode so I cannot offer any advice. Maybe you can try to reach out to other evil users for opinions? I can also just blindly merge and see who complains?

I don't know anyone that i could ask for input, but in any case there is no rush :) i can still use my fork which works for my needs, maybe if some other people run into the same issue you can consider whether to merge it or not
