Fix build and Pylint pipeline #313

Make sure the spec file is in the build directory so that Tito can run the rpm and srpm targets.

The rpm target has been fixed and Pylint goes through with no errors on my machine. The Pylint workflow keeps timing out, presumably because of PyCQA/pylint#5251.
