This disables the Azure Pipelines workflow and enables a GitHub Actions replacement.

Why?

Easier to provide release assets (wheels)
Better integration (logs are available on GitHub)
No other special user accounts (Azure) are involved
Lower running times
This setup makes it easier for us to also provide ppc64le assets in the future (when the https://github.com/actions/runner/ adds support for that arch)
