Add a Jenkins pipeline for a library

Related to https://github.com/absa-subatomic/quantum-mechanic/issues/61.

A Jenkins pipeline should be created for libraries. I.e. non deployable Maven artifacts

• Code quality checks
• Tests
• Build
• Deploy to a Maven repository on master branch (as a start - can support different flows later)
