Adding a python36 s2i image #37

Added a Python36 s2i image. Based off the images sclorg here. According to the SO answer here, Python uses the default unix cert store so this adds the sub cert to that.

Will follow up the PR with an associated maven slave and perhaps adding this to the LHC setup.
