The basic Subatomic application Template needs to be created in the openshift project. This and any other resources should be created after the initial install. This will allow a complete end to end local development environment.

NOTE: How these Templates are sourced and managed is not the end state for Template management. See https://github.com/orgs/absa-subatomic/projects/2#card-7672800
