Cats won't work on blender 4.0, however there are other versions out there which do including my own, however due to MMD tools not being updated to 4.0 there are still some issues.
I advise to use Blender 3.6 and the dev version of cats for the most stable experience.

What blender version are you using? What version and of cats are you using (Are you using the main branch or dev branch). Are you getting any errors?
