Add data checks on incompatible funding sources #519

Is your feature request related to a problem? Please describe. Someone on my team was running Eva on an HP, RRH, and CE project at one agency. The Check PDDEs section indicated "No data available in the table", suggesting no PDDE errors. However, when reviewing those projects for a meeting, they found that the ESG HP project actually had ESG RRH listed as the current grant. We hypothesized that maybe the Eva checks were tied to the LSA checks, which doesn't include HP projects. So, we tested this out by adjusting grant information for a few projects (putting a PATH SO grant on an ES project, an RRH with no active grant, etc). For all tests, the Check PDDEs did not find any issues.

Describe the solution you'd like We would love to see additional funding source presence/compatibility checks to be added to the Check PDDEs section. This would help us more completely ensure our PDDEs are accurate.
