PDDEs - "Missing Address" Errors for VSP's #631

Is your feature request related to a problem? Please describe. I noticed all our DV projects are getting flagged with "missing address" errors. Per the data standards:

"Tenant-based scattered site projects and VSPs are only required to complete the geocode and ZIP code fields and may use mailing or administrative address information if they wish to complete the remainder of the address fields."

I have double checked and all the projects getting flagged do have a geocode, zip code, and mailing address present.

Describe the solution you'd like Would it be possible to exclude "Comparable Database Participating" projects from being flagged with this error?

Describe alternatives you've considered If it's not going to impact anything, I'm happy to just ignore the flags. :)
