You can resize widgets on ICS.
Otherwise you can enable widget sizes in the settings (tap the button in the
top right of the settings->application settings->enabled widget sizes)

I tried to resize but there is no option to do it.
the sizes are all enabled in the setting, but when i try to put the widget
into the screen the other sizes do not appear in the list.
How can I manage the size directly on the screen?
I have a samsung galaxy S2, and before i upgrade to ICS a use this same
widget in the 4x4 size.

Please try toggling the value of the setting you want and restarting the device

Samsung did not include the resizing function in their launcher. The only way
to get this functionality is to use an alternate launcher (Nova launcher?)
