Clean V0_3 from code #278

remove all V0_3 classes, and potentially drop the V1_0 suffix for the related 
classes.
e.g. remove MethodV0_3 and rename MethodV1_0.

Discovery v0_3 is obsolete, and does not have any of the current features. 
There should certainly not be tests against it, because they are going to fail 
when it gets turned down.

When removing discovery doc from Google.Apis it was remove as well
