Remove user suggestions to use eth_getFilterChanges.

Update methods for ethers.js + web3.js to generate the filterId and return eth_getFilterChanges(filterId), and added code samples:

eth_newFilter
eth_newBlockFilter
eth_newPendingTransactionFilter
