BUG: appveyor not using tox

Describe the bug The tox environment is not being used at AppVeyor

To Reproduce Open up appveyor.yml or ci/template/appveyor.yml and look for a tox command

Expected behavior Expect all CIs to use the tox testing environment

Computer (please complete the following information):

• OS: Windows (AppVeyor)
• Python version: 3.6-3.9
• Compiler with version: migwn
• Apexpy version/branch: develop/1.1.0

It appears that this won't pass on AppVeyor in 3.9 64-bit, but it does fine without tox. Probably simpler to stop using tox in the future.
