Improve flake8 testing #97

Description

Added flake8 testing to Travis CI. Related changes included:

improving PEP8 compliance for all files
adding a setup.cfg file to hold the flake8 and setup.py options

Fixes #78

Running flake8 command locally and on Travis CI.

Coverage remained the same at 97.897% when pulling 52bb746a739f313e16eddd7c436687fc21c1077f on ci_flake8 into 39d9c565f9ea102e7b99edba3ba2e37bacfc566c on develop.
