Adding a new stakeholder when in the additional stakeholder pop-up #25

It seems like the [add new stakeholder] function is not work when making changes as the district level. Instead of allowing me to add a new stakeholder, it just added a stakeholder called [add new stakeholder]:

it didn't pop up before!

This is ok that additional stakeholders need to be entered on the main screen.
