Make the tool work offline

Two phases:

• without adding new stakeholder feature
• with adding new stakeholder feature

The offline is more like a semi-offline data entry feature.

• not possible to login to the system while being offline.
• not possible to generate reports while offline - simply because there is not much (historical) data kept offline

The semi-offline feature works for example - if the connection goes off in the middle of data entry, users can continue to enter data. The data will be kept in local browser cache. Next time connection is up, the system will automatically detect offline data and prompt users to upload to server.

If users clear cache while data is kept locally, it will be lost.
