hmm, doesn't seem to be Chrome vs X windows. seems to just be straight up
random. i can easily get X windows into a state where i can't alt-tab to them.
maybe i have too many windows open ?

hmm, i think you can reproduce by doing:
* have one normal Chrome window open
* launch Crosh in a window by itself [1]
* run a Linux Chrome instance
* run a Windowed app in that Chrome instance [2]
* try to alt+tab between these 4 windows, but the new Windowed app never gets selected
* select the normal Chrome instance again manually
* now alt+tab can select the new window !?

yeah, seems like cycling back to the main Chrome browser window and manually
clicking it causes all the windows to show up in the alt-tab list
