Add ELECTRIC_ENGINE in [BASIC] conf. #441

Maybe add :

[BASIC]
DIESEL_ENGINE = 0
ELECTRIC_ENGINE = 1 // To Add

In extension configuration If DIESEL_ENGINE = 0, It's hard to tell whether the motor is a gasoline engine or an electric motor.
