Add reStructuredText (reST) detailed doctrings to all functions in the following 4 files:

fetch_rss (in rss_scraper)
clean_hub_data (in rss_scraper)
parse_rss (in rss_scraper)
email_parser (in email_scraper) This helps with Sphinx generate documentation for these functions.
