Com port not closed when not in KISS switch mode #71

Kevin reports: I have noticed a bug where you exit pacsatground and the next time you start it says it cannot open the com port I'm thinking it leaves it in a odd state, to fix just go into windows device mgr and disable and then enable the com port and it should now work.

This is when using a tnc that can not be toggled in/out of KISS mode

Can't reproduce this. It seems fine with hardware TNC and Windows 10. Might have been fixed with code to send custom bytes in v0.38.6
