Some actions can be different depending on whether running in a shared observatory or not. For example, there is no need to wait until nautical dawn for morning flats if not running in a shared observatory.

I don't want to have completely different shared/non-shared loops if it can be avoided but there are definitely some actions that can be easily split out.

implemented for 0.14.0

only current change is to let morning flats run earlier than nautical dawn when not in shared observatory
