day flats (and darks) need to stop when the roof opens in shared observatory #48

At SRO and DSOC the daytime flats and darks should stop and wait until the roof closes (or the surrounding loop exits). However, in a non-shared observatory where SAFE isn't merely defined by the roof status, we need a better way to deal with this as SAFE won't be the appropriate condition.

strange...it looks like it should be working as described above. more investigation needed

after thinking about this my suspicion is those initial flats that I thought were day flats were actually taken in the evening flat window.
