Doesn't work with url #1

When a torrent is created from this url: https://s3.amazonaws.com/nist-srd/SD4/NISTSpecialDatabase4GrayScaleImagesofFIGS.zip

Transmission complains "The torrent file cannot be opened because it contains invalid data."
