Windows support #88

In a first stage, we could try to build acados on Windows and run some of the C examples. Afterwards, we can think about the interfaces to MATLAB and Python (and CasADi!).

As of now, acados builds natively on Windows, see e.g. https://ci.appveyor.com/project/roversch/acados/build/1.0.17
