get module: implement legislation search #7

CLI + Modules for ProPublica Congress API and the creation of a sqlite database to hold the relevant bills and their metadata.

This PR closes #6

todo:

[x] add --resume to allow for resumption of failed parcels
[x] fix syntax errors that caused failures in first round
[ ] figure out why --overwrite isn't overwriting when it should be

Coverage decreased (-12.5%) to 47.181% when pulling 28961fa9b33100164a06da1be8e229b2f3084d8e on tony/get-bills into 356f6a33f7eb71f3ae97b4e5f7e39ab3213c7caf on master.

Going to merge this but we'll leave the overwrite issue (#8).
