"Weather Conditions" tab.

Need to create ideas for what to put in the weather conditions tab.

Basic weather forecast from NWAC?
Weather observations from NWAC stations
- somehow select from available stations connected to chosen zone (region parameter in nwac v5(?) api)
SNOTEL would be rad

Added forecast to api (7d1e0259d768a9912903db9762afc67167833c6b) and front end (ad9d34bf6a76d2b7df02fa18b0803e25116dae06) but there are some formatting issues.
