Add English and Dutch EUPLv1.2 in plain text and Markdown #4

This PR includes the English and Dutch EUPL version 1.2 in both Markdown and plain-text. Both are reformatted versions of the plain-text version on the EUPL website.

The Markdown versions retain all unicode symbols, as any Markdown to HTML converter is able to handle those.

Some small mistakes where probably made, feedback is welcome!

Thank you @silkeh. I didn't even know that the EUPL v1.2 was out. Thank you for proposing a first plain text version.

However it would nice if we could stick to the convention given for the EUPL 1.1. For example after a quick glance, it looks like you still have typographic quotation marks , , , and in the English version, in addition to the Unicode copyright sign ©. (instead of (c))

Would you be able to fix that? Thanks.

I agree that the .txt files should follow the convention of EUPL v1.1, and I believe they do (barring some mistakes).

In the Markdown versions I have made the choice to leave the typographic quotation and other unicode characters in, as this results in a more readable HTML version that is closer to the original PDF. I think this strikes the balance between being readable in plain-text and being readable when parsed.

@silkeh this is what happens when you review pull requests late 😁 . I didn't see that they were markdown version. To avoid further mistake from my side, let me review that tomorrow CEST.
