Switch file encoding to UTF-8 #38

Some files within the source did have a file encoding of ISO-8859-15 which is a national encoding and might provoke sometimes suspicious issues.

That was detected by Lintian, a Debian QA tool for detecting issues within Debian packages.

Should be fixed in https://github.com/accellera-official/systemc/commit/7e36d43296e81b48d907d00eb08f07436971316a. I will close this issue, feel free to reopen if the issue remains at your end
