[ISSUE] Track the issue with the previous report #1

Issue Description

Current behavior Some calculations in previous reports do not line up with the expected costs, such as the wrong variables, the wrong value unit convergent, the wrong account number, etc.

C_{226,7}=127.2 million\cdot (\frac{MW_{th}}{2287})^{0.80}

The scaled base should be 2287 MW rejected thermal power not thermal power 3431 MW.
