Simplify index.rst #16

This PR forces only desired links to be shown in the table of contents (:maxdepth: 1) and greatly simplifies the visual description of relevant links (i.e. "Compute" rather than "ACCESS_Allocated_Production_Computev2-_Integration_Roadmap_Description").

This PR is just the initial scaffolding, and the appropriate details will need to be fleshed out in future PRs.

This build failure appears to be from upstream main (besides warnings that there is index.rst and index.md in source/[cloud|compute|storage] with index.rst being the default which are temporarily expected)
