This PR is to get all current Roadmaps (Cloud, Compute, Storage, Online Services, Science Gateways) to order tasks by phases (Planning, Integration, Operations) rather than by required/optional.
@c-mart @jpnavarro @lliming @RobQuickIU, please confirm the roadmaps you maintain. The Compute Roadmap looks good to me, but I may be bias :grin:
NOTE: this PR doesn't include the similar changes (required/optional -> phase) needed for the relevant GitHub Projects. The Monday (20230821) meeting put our use of GitHub Projects into question with Jira as a potential path going forward to track RP progress, so I'm unsure on whether we should go through the trouble of also updating GitHub Projects.
