Fixes and changes for Alaveteli 0.17 #9

Here are the changes made as part of the upgrade to Alaveteli 0.17:

Update the repo to match what was actually installed on the server.
Change the theme and move files to work with changes made to Alaveteli between 0.12 and 0.17 (mostly the asset pipeline changes in 0.16).
Fix a few things in the theme that were preventing the site from working.
