Extract text-to-speech integrations into their own repo / app

TR2 already uses Google's TTS, but working on adding Azure's.

Arguments to establish a repo / app for these integration (or anything related to TTS in general):

• The ad automation project will also need to use TTS so there is no point in duplicating efforts or always copy-pasting scripts.

• The Bash scripts linked at the beginning are simple Bash scripts using the respective REST APIs of Google and Azure, but

  • REST APIs tend to be limited
  • it is hard to generalize them to be called in a uniform way from applications
  • they work via jwst 2 round
