Update test for (and fix) toolchain description for msp430gcc 8.3.1 #19

Follow-up PR for #17: update test and fix an issue spotted by that test.

Not yet familiar with the precise --sysroot and --gcc-toolchain semantics, so not sure on the last section of the test (MSP430-LD-SCRIPT).
