Add visual indication in banner that user is on an ASL/LSQ page

Is your feature request related to a problem? Please describe. Based on feedback from CB Linguistics, users who switch the website from English or French to ASL or LSQ has the site reload, but no visual indicator that they are on the correct language version now.

Describe the solution you'd like Add some sort of visual indication in the banner that the user is on an ASL/LSQ page. CB Linguistics suggests an image of someone signing a term relevant to the concepts mentioned on that page. Sepi and I had an idea of maybe the banner area can be split in half, and one half can be the title, the other half can be the sign video of the title.

• Most likely a change in banner from solid colour to image
• Include solutions for the different contrast themes
• Consider using SVG for ease of swapping out colour themes
