Remove alt attribute from SVGs on homepage

Remove alt="" from bi:pencil-fill, bi:people-fill, and loca11y SVGs. Error found using The W3C Markup Validation Service.

Also make sure role="img" is used for these SVGs.

We can't remove the alt tag, the library we use requires it.
