Wrongs certs used in RA working #40

What steps will reproduce the problem?
1. JSCEP client to JCSEP Server in RA mode
2.
3.

What is the expected output? What do you see instead?
It should encrypt and check issuer correctly

What version of the product are you using? On what operating system?

Please provide any additional information below.
In RA mode to RA is sected rather than issuer CA for signature checking. Also 
the wrong exception is being trapped for invalid Signature.
