Governance and Scope Refresh #54

Objective

Ensure that our governance documents, project mission statements and objectives are fit-for-purpose and match our current practices.

Discussion 🗣

Many of our governance documents are now over 3 years old, it's time that we reviewed their content to ensure that they are current. We should also ensure that these documents are properly published and discoverable. https://github.com/accordproject/governance

Furthermore, the Accord Project's mission and the objectives of the key sub-projects (Concerto, Cicero, Ergo etc.) need to be reviewed to ensure that they match the current direction set by the maintainers. For example, with respect to #35.

@tbrooke to update governance documents to reflect sub-groups. Open questions about governance structure. Is it appropriate?

Proposal: Merge Governance Board and TSC. Unify responsibilities.

@tbrooke to draft a new governance document for review and vote by Board & TSC.
