why are notes always created by test user #163

i am guessing this is a bug, but just to make sure: currently, notes are always created by user with id 4 (which is "Test-Author" / "test@autor.com"). see https://github.com/acdh-oeaw/apis-oebl-research-tool-front-end/blob/7eab7532035a6e867515206fbac7882460828473/src/store/issue.ts#L124
