Tune the AMQP handlers handling #33

Currently there is no way for an AMQP handler to indicate the error code and message. It can either not respond on time or return a malformed (e.g. missing) metadata causing to an error or arche-core side.

It would be nice to implement the contract described on https://acdh-oeaw.github.io/arche-docs/aux/firstSteps.html#plugging-in-checks-on-the-data-ingestion
