Course Alerts don't work

Investigate what's wrong, fix this and implement logging.

Some of the not working items:

[x] Course alerts should be for non-registered users. When creating an alert, the user is required to login
[x] Sending email's doesn't work for: new alert and edit alert
[ ] The course alerts itself are not sent to the subscribed users
[ ] The DB table of sent notifications contains a huge amount of entries. This was the result of only a few runs of the cronjob. Needs to be investigated and solved.

New to add:

[ ] Logging needs to be implemented for the cronjob, in the same style as for the course reminders.

Update: 2 tasks are finished (see above). The rest will be moved to the February milestone.

The current implementation (which doesn't work since almost 2 years) uses a complicated approach. Is this really needed?

To discuss in a next meeting if a simplified implementation will also do the job, or how much time and when should be spent on this.
