This means that:
It is possible to have a Group Manager that does not support UTC time (although it's unlikely for the Group Manager to not have such support)
Clients that do no support UTC time are surely supported by this application profile, as they can always rely on the indication from the 'exi' parameter
The inclusion of the 'exp' parameter is still based on the normative SHOULD in Section 4.3.1 draft-ietf-ace-key-groupcomm , which would silently be inherited in this document.
