From Ketan for evaluation: Do we need to discuss BFD configuration and state change events in Idle?

[MZ] Yes, a BFD state event may be received once a BGP peer registering with BFD after BFD configuration. It would be good if the document can specified the general guidence on how to handle a BFD state event received at each state.
