"Capability negotiation" #6

The text after #5 adds "capability negotiation". While everyone knows what this means, it's not a normative term from RFC 5492. Find better text.

After addressing Mercia's comment about two sections labeled BGP BFD-Strict Capability and labeling one with Negotiation, I think this issue is addressed.
