Document bfdDown event? #7

There's no FSM text associated with BFD for BGP... which is partially how we got into the need to have strict mode in the first place.

Since we're changing the FSM for strict, should we also document bfdDown state?

KT> BfdDown is missing. I am wondering if we can define a BfdState attribute which can have these values up, down, admindown and perhaps unknown (i.e. not yet notified by BFD). Then the event can just be a single one BfdStateChange or something like that?

[MZ] Agree with Ketan, we need to cover "BfdDown" event.
