Developer Guide Formatting for the Table of Contents when converted into the PDF format #8

The bug is as described. Even though the title of the DG should be on the same page to the table of content, they are separated into different pages in PDF format. This is cosmetic bug, so verylow severity was considered.

Reason for disagreement: I think developer team did not understand the issue correctly. The issue I pointed out is a cosmetic issue in the design for developer guide; the format of developer guide compiled into a PDF file is very awkward where the title on the first page is written on the top of first page with small font size, and the table of contents is written in the subsequent page (with a very small font size where the reader need to zoom in a lot in order to click the section they want to navigate to) with huge blank space between table of contents and the title of the developer guide.
