The objective is to restructure the workflow around a single CSV.

[x] Build the data pipeline for the capacity data to be housed under data/working/capacity
[x] Plot refactor using filters
[x] Update metadata.json with new CSV details
[x] Rebuild R functions and inline R calls around single CSV
[x] Force the plotting order of prime movers

I have a working prototype on my local machine that completes the plot refactoring around a single CSV.
