Change the license to match energy stats

Dayne picked the license for energy stats and since he knows what he is doing, the license for this document should match that one. Also, that license is "Share Alike" which states:

 In addition to the conditions in Section 3(a), if You Share
 Adapted Material You produce, the following conditions also apply.

   1. The Adapter's License You apply must be a Creative Commons
      license with the same License Elements, this version or
      later, or a BY-SA Compatible License.

• [x] change LICENSE file
• [x] change footer
• [x] while changing footer, remove OpenScapes reference because we've migrated away from that
• [x] frictionless metadata
• [x] consult with Dayne to make sure got it right

License is BSD-3 originally in LICENSE. footer was removed during translation to book. Restore it.

Well, you could have a different license for the book.  the relationship there doesn't 
couple them into a derived product situation.. it could be considered a separate work and licensed as such.  
However, CC-BY-SA makes most sense to standardize on here.
